
Open finance is moving fast. The risk frameworks governing it have not kept pace. This report captures the key debate from the opening keynote at Fintech Meetup 2026 in Las Vegas, drawing on perspectives from NCUA Chairman Kyle Hauptman, FCA Chief Data and Innovation Officer Jessica Rusu, and Invela's Louise Beaumont. The central problem is liability. When a fintech connects to a credit union's customer account and something goes wrong, responsibility is unclear and the consequences fall on the institution. The US is paying a real price for this ambiguity: UK consumers already benefit from open banking services that Americans simply don't have access to, and the economic value being created risks flowing elsewhere if the liability question goes unresolved.
